STAR, MISSISSIPPI, VOLUNTEER FIRE CHIEF Lee Boggs has been the chief for this Rankin County department for many years. But in recent years he has been building an unfavorable resume that includes two arrests for "gratification of lust with a minor."
Two years ago, in July 2010 he was arrested and indicted on that charge for having fondled a 6-yr.-old girl. However, when the trial date came around, the child's parents declined to allow her to testify and the charges were necessarily dropped.

Last week on July 17 Boggs, 54, was arrested again and charged on a similar offense that took place in 2010 but against a different child.
Therse Apel writing in the Jackson Clarion-Ledger reports:
Officials said the alleged victim in this case is not the same one as in the case two years ago.
This time, Rankin County Sheriff Bryan Bailey said a mother brought her child to investigators, and the child, who is now about 8 years old according to authorities, said she had been fondled by Boggs as well.
The alleged incidents involving the second child also happened about two years ago. (District Attorney Michael) Guest said he isn't sure if the two children know each other or what their relationship to Boggs is.
"I would agree that in general when you have these types of cases, these individuals seek out multiple victims, and that appears to be what Mr. Boggs has done in this case," he said. "The sheriff's department is looking to see if there are other victims out there besides the ones that are already identified."
